Judge Dunn was born in Houghton County, Michigan on July 14, 1872. He lived in Blue Hill, Maine and graduated from the Blue Hill Academy. He learned the legal profession with Edward Chase of Blue Hill, and at Hale & Hamlin of Ellsworth, Maine. Dunn was admitted to the Bar in Penobscot County at the age of 19, in 1892.
